WHY DOES A DEMOCRATIC GOVERNMENT HAVE SECRETS?

The headline policy: government secrecy is removed. Every Cabinet paper, every contract, every meeting, every dollar of the work of government — published. Every decision carries the name of the official who made it. Transparency and accountability. The memo names Robodebt and the Bondi Royal Commission as the proof cases, and sets out the FOI rebuild, whistleblower protection, integrity commission rebuild, and retroactive release of all existing government records.
